County Commission Candidate Questionnaire: Holly Jones

Holly Jones has applied for DFA-Asheville's endorsement for county commission. Here is her response to our questionnaire. (Our questions are in bold.)

1. In what areas do you think Buncombe could be leading the rest of the country?

I am proud of the work I have done as a member of the Asheville City Council to establish our community as a leader for clean, renewable energy. Asheville has committed to future city facilities to achieve the LEED Gold Standard, which only a handful of other cities in the country have committed to do. We also committed to reduce our cities global warming emissions by 80%, the level which the best science tells us is necessary to avoid the most harmful impacts of global warming on future generations. We have followed up on these good policies with strong actions, such as converting our city’s transit fleet to clean hybrid technologies and inventorying city facilities for energy efficiency opportunities. I want to see Buncombe County become a leader for clean, renewable energy as well.

2. What is your number one priority with regard to development and land use?

It’s clear the piecemeal approach that we have taken to land use and community planning is inadequate to address the challenges of growth. We need a shared vision for how our community and region will grow and develop. The County Commission is the logical body to lead a community-wide process for creating a shared vision and plan for our future. I will make creating a regional plan a top priority on the County Commission. While I believe the specifics of that plan must be based on input from the whole community, core concerns that are important to me include:
  • Fostering walkable, bikeable and transit friendly neighborhoods throughout the county.
  • Strong incentives for green building.
  • Provisions to assure creation of affordable housing.
  • Creation of a county-wide network of protected natural areas and greenways.
  • Preservation of working family farms.
  • Strengthening the economic vibrancy of the downtown areas of all our municipalities.
3. Growth projections for Buncombe are continually revised upward. Have previous approaches to development become obsolete? Would you support a temporary moratorium on development while the county works with municipal governments to prepare for these new projections?

I have seen examples of communities that have relatively low levels of growth that still have major problems with sprawl development, as well as examples of communities that have experienced major growth but who were effective in addressing these challenges. I am concerned that a blanket moratorium would amount to “throwing the baby out with the bathwater.” I see many exciting positive community developments going forward in Asheville that I would not want to see blocked through a moratorium. One example would be projects like the Glenrock Hotel, which will be a major factor in revitalization of our riverfront and will create much needed affordable housing near our key employment centers. I don’t think it will be possible to resolve all the important planning challenges facing Buncombe County in a short period of time and I would have real concerns about the impacts of an open-ended moratorium on any new economic development and affordable housing in our community.

4. How can the county practice environmental stewardship and promote broad-based economic growth at the same time?

I do not support growth for the sake of growth, but I think it’s unrealistic to think that people are going to stop moving to Asheville in the near future. Our goal must be to assure that we shape a pattern of development that reflects our community goals and values. By insisting that new development be as green and energy efficient as possible, improving the energy efficiency of the existing built environment and creating new sources of clean energy, we can place our community on the path of sustainability. Similarly, we should focus new growth in areas within our existing developed landscape, rather than on our best remaining farmland and natural areas. Furthermore, the pursuit of such development is a great forward step in green job creation.

In terms of job creation, the Buncombe County Commission should take a leadership role in our community and I would pursue this avenue of green job creation aggressively. One final concrete example of the marriage of environmental stewardship and economic growth is the promotion of local farmers. Growth of this local food industry is a winner environmentally and economically (not to mention promoting healthier eating habits) and I would advocate Buncombe County pursuing policies that support it.

5. Many of our members want their local governments to lead the way in promoting energy independence and combating global warming. In what ways should the county work towards these goals?

First, we must lead by example. The County should make a commitment to reduce our global warming emissions by 80% by the year 2050. This can be achieved by making more energy efficient building and vehicle fleets and gradually switching out our energy and fuel use to clean, renewable sources. We should also provide strong incentives for all new development in Buncombe County to utilize the highest standards for green building. Furthermore, Buncombe County should lead by example. We should hold ourselves to high energy efficient standards as new county buildings are developed. Finally, the County should strongly work to bring new green collar jobs to Buncombe County so that our citizens can participate fully in the new emerging clean energy economy. To that end, I support the climate services initiative of the Asheville-Buncombe HUB project,, a collaborative regional economic development model. The HUB is a visionary, yet well-grounded, effort to bring green jobs to our community.

6. Do you see a role for the county in promoting energy efficiency in transportation and residential and business use?

Yes. I promoted a policy on City Council to provide a 100% fee permit rebate for new developments that achieve a high standard for green building. I will support this same policy at the County level. I am proud of the role the city has taken to create a more sustainable transportation network, including the implementation of a 90 day ride-for-free transit promotional campaign, new evening transit service, converting our transit fleet to low-emission hybrid vehicles, and supporting the Asheville Design Center’s plans for the I-26 Connector. I believe the County should take a stronger leadership role in transportation planning, including development of an effective park and ride network linked to high-quality transit services for commuters.

7. The county government plays a central role in providing social services. Where has it been most successful? Where does it most need improvement?

Health and human services make up the largest percentage of the Buncombe County budget and thus requires leadership in touch with the needs and priorities being addressed with these dollars. Furthermore, the services delivered in this arena have huge impacts on the daily lives of working families in Buncombe County. I am the candidate who is in touch daily with the real world issues being addressed by this sector. In terms of success, over the last decade, strong and visionary leadership at the Department of Social Services (DSS) resulted in effective partnerships to deliver much needed aid to our most vulnerable. The community partnerships established by DSS with entities such as AB Tech, Mission Hospital, ABCCM, demonstrate a deep commitment by the department to address the root causes of poverty and joblessness and not simply deliver federally mandated services.

The area for improvement I would highlight has to do with the issue of the consolidation of social services and health services. While a valid idea in theory, its ultimate effectiveness is dependent on broad community buy-in. I am concerned this has not happened sufficiently and the consolidation effort has been driven primarily by short-term cost savings. Given that the consolidation is a done deal, I would like to champion its true effectiveness with the community in terms of service delivery and cost efficiencies.

8. Do you think that the current commission has carried out its work in a manner that is sufficiently transparent? If not, how would you change things?

I do not agree with the manner in which the proposal for citing a new Progress Energy power plant on publicly owned land was withheld from public notice for a very long period of time. As a member of the Asheville City Council. I have been diligent in following the open meetings laws of North Carolina. I think such adherence is vital to achieving the public trust. The City Council has often been criticized for the length of our meetings, but I believe it is worth a more extended public meeting if that is what it takes to carry out the people’s business in a fully transparent manner.

9. Has the current commission made decisions that you strongly disagree with? If so, what will you do to remedy those decisions if you are elected?

I have great respect for the citizens who serve on the Buncombe County Commission. I do not agree with all the decisions they make, just as I am sure they do not agree with all the decisions I have made. One issue I particularly did not agree with was with the decision to sell public land in Pack Square Park to a developer.

10. Do you have a plan for how you will win this election? If so, could you briefly describe the elements of your plan?

Yes. I have worked with my team of supporters to create a plan for our campaign that I believe will carry us to victory in the Primary and General Election. I am fortunate to have a great group of dedicated volunteers and supporters. We plan to run a positive, issue oriented campaign. We have set ambitious goals for directly engaging the voters throughout the County through grassroots outreach as well as paid media. We have already achieved many of the key benchmarks we set for our campaign.

11. Would you call yourself a political progressive? Why or why not?

I am proud to count myself as a participant in our country’s long tradition of progressive change. I am proud to live in a community that elected the first female candidate, Lillian Exum Clement, to a state legislature in the Southeastern United States. For the past twelve years I have worked for the YWCA, whose mission is the empowerment of women and the elimination of racism. I bring those same core values to my work as a public official. I also identify with the mission and core values of DFA, which is to support fiscal accountability and socially progressive policies at all levels of government.

Perhaps Vic DiMaio has done a poll here in Fla and found that there is much more support for Obama than there was on Jan. 29 when Obama had only been seen in Florida once.

He may also know that if there is a real primary or mail-in that Obama will indeed be campaigning here once again and he probably knows by now that everywhere BO campaigns the polls go up further.

The Clintons had better be careful what they wish for.

In any event, I believe this whole mess is being created in part by the corporate media, not only for their bottom line but to split the Dem Party in two.

California: No Constitutional Right to Homeschool Children

“Parents do not have a constitutional right to home school their children,” Justice H. Walter Croskey wrote in a Feb. 28 opinion for the 2nd District Court of Appeal.

Noncompliance could lead to criminal complaints against the parents, Croskey said.

The parents in the case had argued that they had a First Amendment right to home-school their children, but the appeals court rejected that argument.




“The parents in the instant case have asserted in a declaration that it is because of their ‘sincerely held religious beliefs’ that they home school their children and those religious beliefs ‘are based on Biblical teachings and principles,’” Croskey wrote. “[T]hose assertions are not the quality of evidence that permits us to say that application of California’s compulsory public school education law to them violates their First Amendment rights. Their statements are conclusional, not factually specific. Moreover, such sparse representations are too easily asserted by any parent who wishes to home school his or her child.”

The immediate impact of the ruling was not clear. Opponents said they would appeal.

The public school system (PSS) is there to dumb down children. The PSS is to socially control them ie. tell them what caste system they are in. It is not there to create leaders and people who can increase liberty in this country BUT to create compliant factory workers who never question the status quo. The PSS puts big blinders on your kids to what is really happening.

Our country is being taken over by “laws” which are not just. The powers that be are using unconstitutional laws and a corrupt propagandizing mass media to bring in their tyranny. Obviously, our judicial system has been corrupted. The governor has also been corrupted. These politicos have nothing to do with freedom and liberty but everything to do with tyranny and slavery.

Don’t be mesmerized by the word “law”. Change that word to unconstitutional law. Kids are not owned by the state. The parents decide where their kids are to be educated.

Time for millions of Americans to agressiviely say NO to these non-American judges and non-American laws. It will only get worse if we cooperate with this tyranny. Lets take our country back.

of course Hillary wants a do over, it is almost mathematically impossible for her to win the pledged delegates without Michigan and Florida being seated, and that she win them by a larger margin than when she was the only one on the ballot or Obama never campaigned

I am not accusing his opponent of being racist, just using a Southern Strategy.

Professor John Beddington put himself at odds with ministers who have committed Britain to large increases in the use of biofuels over the coming decades. In his first important public speech since he was appointed, he described the potential impacts of food shortages as the “elephant in the room” and a problem which rivalled that of climate change.

“It’s very hard to imagine how we can see the world growing enough crops to produce renewable energy and at the same time meet the enormous demand for food,” he told a conference on sustainability in London yesterday.

Senator Clinton claiming last Wednesday on CNN "I helped to bring peace to Northern Ireland."  That is worth repeating, Senator is staking her word, mind you her credibility, that she played a role in the Ireland peace process.

According to Steven King, a negotiator with Lord Trimble’s Ulster Unionist Party, as reported in the Telegraph UK, "She was invited along to some pre-arranged meetings but I don’t think she exactly brought anybody together that hadn’t been brought together already," he said. Mrs Clinton was "a cheerleader for the Irish republican side of the argument", he added.

Hillary Clinton had no direct role in bringing peace to Northern Ireland and is a "wee bit silly" for exaggerating the part she played, according to Lord Trimble of Lisnagarvey, the Nobel Peace Prize winner and former First Minister of the province.

This is nothing to do with alternate energy sources and everything to do with population control. Do not confuse control with reduction, as hunger is a means of control whereas starvation is a means of reduction.

America has hit several ’supermassive’ oil deposits in the past thirty years, most of which are considered classified and of strategic importance. Two such deposits, leaked to the press by a Chaplain are located in Alaska,

As with food, control of energy is Vital to the interests of the ruling elite. That is why we invaded Iraq, because of oil, but not to use it… to make sure no one else could use it. Once this modern nobility have control over the majority of the earth’s oil supplies, they will be able to regulate the global populations with devastating efficiency.

This of course also applies to the control of the world’s food production.
The elite have long since abandoned their attempts to control this precious resource via traditional means. This normally consists of purchasing farmer’s land, of using political leverage (ie.eminent domain or bribery).
Now the elite have taken to genetically modifying food that cannot be fertilized, will not produce pollen or see and is predatory in nature, supplanting native plant species and killing the bees that allow plant life to reproduce.
The economic ramifications of such genetically modified plants are vast and frightening as the nature of such crops and their higher yields forces farmers to use GM seed, thus propagating their spread and our dependence on such plants. But what if one day, Monsanto decides not to sell you the seeds, or agrees to do so at an unaffordable cost…. what will you do then?

The Arctic seed vault is a long way off, and where will you get the gas to go there?

Re: Home schooling. Two of my grandsons were entirely home schooled and have done very well. However, both of their parents had college degrees and both had actually been teachers themselves. The parent doing the teaching should have a teaching degree or forget it.

Much of the home schooling is done for religious purposes while some is because the school system is not good. But any school system is better than having an unqualified parent attempt to do the job.

The talked about this on MTP. To make Clinton doing better in big states the Clinton campaign takes out IL because he has an "unfair" advantage-- but they don't seem to take out NY in the discussion.

It IS a very uphill battle when the old timers are in control of the media

I agree with Phil's #4 post about Obama going to the back of the bus.

Obama needs to come out with a forceful statement on this not the namby pamby stuff he said yesterday.

It's sort of a *don't worry - he'll still be on the ticket* thingy. I don't like it. It diminishes him and they know it.

BTW, in my women's leadership group - which has a lot of women in Hillary's supposed demographic - there aren't any Hillary supporters. Some Republicans but mostly Democrats who are for Obama.

ROFLMAO!! I've seen two types of Home Schooled kids: One set, whose parents are incredibly bright and have good reason to believe they can do better; the second set, whose parents are incredibly dull, but who don't like the idea that their children may be "taken away" by an unfiltered education.

The first group does okay. They second group is duller than the parents, and less able to cope with the world, peer group, and less able to function normally in any role available.

I'm confused and perhaps someone here can help me figure this out.

- Hillary supposedly leads Obama among lower income voters, by a varying margin - not sure of the % across the states that have voted, but it isn't by that much.

- Obama overwhelmingly leads in the black vote.

does this mean that,

1) only middle income and affluent black voters are going to the polls?  or that

2) these exit polls rule out the black votes when stating the number of low income voters?

I cannot believe that low income AAs are NOT going to the polls.  with this history making run by Obama, I find it hard to believe that so many more low income whites are voting as opposed to blacks.  I'd like to see the actual numbers to see if this becomes clear.

PA - I stopped watching George Steph. because of Cokie Roberts and George Will. In fact, I stopped watching Meet the Press. These people are stuck in the beltway.

My biggest disappointment is that someone got to Rachel Maddow this week. All of a sudden she's trying to be neutral. She's smarter than that and I'm so bummed about her.

The thing about the Clintons is that, like the Bushes, they don't care whether or not their deception is discovered.  They don't deceive to cover up their deficits and mistakes; they deceive to promote themselves.  This explains something that always seemed incomprehensible about the Clinton/Lewinski relationship--Bill's assertion that he knew Monica would talk about it incessantly and it didn't bother him.  That was true.  He never made any effort to hide his dalliances because he was keen for the notoriety.  He wanted to do just what JFK had done and he wanted people to know it.  And the reason is simple; it made him feel more important.

Hillary's the same.  Think of that "vast right wing conspiracy."  That was an exaggeration, for sure.

Hill and Bill are into self-importance.  That's what they're looking for from Obama.  He's got what they want, an adoring public.  So, of course, he's got to be brought aboard the Clinton train.

Parvenus!!  Low class. People who don't recognize quality.

Iraq contractor indicted in cash smuggling case

SAN ANTONIO (AP) - A man who worked as a contractor in Iraq has been indicted on smuggling charges for allegedly sending $150,000 in undeclared cash to San Antonio.

David Ricardo Ramirez was indicted by a federal grand jury in San Antonio on charges of smuggling bulk amounts of cash and structuring bank transactions to avoid cash-reporting requirements. The indictment says the cash was sent in packages to his sister in San Antonio with jewelry, kites and T-shirts.

Authorities believe he spent the money on a condo in Austin, property in Val Verde County, a 1989 Lamborghini and a 2007 Ducati motorcycle.

Her timing was interesting, to say the least. Why February 28, in the middle of a tough political campaign? Why not after last September’s Nisour Square massacre, when Blackwater operatives killed 17 Iraqi civilians? Or, better, before it? Regardless, this makes Clinton the most significant US political figure to date to issue such a call. We will be monitoring closely how much of a legislative priority this becomes for Senator Clinton.

Having home-schooled my child in the past, I found that most of the parents to whom I spoke in this very progressive community (at the supplemental learning center for home schoolers in our town) stated that their biggest reason for home-schooling was that very reason you state for not home-schooling.

They found that their kids were pretty normal, pretty well-adjusted and were corrupted by the peer group mentality in schools today.  I know my daughter's attitude towards math was very healthy until she went to school.  That and bullying were the biggest reasons we did.

She is back in classroom school and the problems are still there but she is better able to handle it at her age, and she gets all A's and the best in the class in Math.

Morning Folks,

Attended the Colorado Assemby and Convention for the country yesterday.  We were at Fossil HIgh School, a green building that saved over $100,000. in untility costs last year.  There were 747 at the assembly, 697 at the convention, over half were first timers.  The convention votes for the presidential candidate; the assembly votes for the senatorial candidate.  It was an all day session if we attended both.

In the voting Obama received 482 to Clinton's 180.  Lots of enthusiasm.  The Democratic Party did wonderfully: catered lunch of ham and roast beef croissant sandwiches, sushi, potato chips, pickles.  Also iced tea, hot tea, coffee, and sweet rolls and power bars.  Many many volunteers did a wonderful job.

Obama will have 259 delegates; Clinton will have 97 delegates.  Many young people there, college students, young professionals.  It feels like a dawn after a terrible darkness for the last 16 years with materialism, imperialism, corporate malfeasance, insane ideologies.  It's almost not able to be articulated, just a freshness, an enthusiasm, a movement for a new paradigm in leadership.

To refer to the darkness: What must the world thinking of us that 1. We torture and use extraordinary rendition; 2. We needed to create a law to forbid it; 3. The President vetoed it; 4. The Congress didn't have the votes to override the veto.  What can twe be thinking of us?! Is this who we are?!

Toy Safety: Victory in the Senate!

Last night the Senate passed the Consumer Product Safety Commission Reform Act, a very strong toy safety bill, by a vote of 79-13. The bill now has to be reconciled with the weaker House bill, which passed unanimously in December. You can count on us to work to make sure the best parts of both bills are incorporated into the final version.

And, the final bill adds several provisions:

  • the Amy Klobuchar (D-MN)(D-MN) CPSC corporate travel ban, which passed unanimously;
  • the Bill Nelson (D-FL)-Olympia Snowe (R-ME)-Amy Klobuchar (D-MN) amendment adding infant durable products to the list of products subject to CPSC oversight and independent third party testing;
  • on a voice vote, Sen. Dianne Feinstein (D-CA) added a tough, non-preemptive version of a California law banning toxic phthalates in children's products.

    This news raised a furor among home schooling advocates, including government officials. "Every California child deserves a quality education and parents should have the right to decide what's best for their children," Governor Arnold Schwarzenegger said in a statement today.     I regard home-schooling as one of the more egregious froms of child abuse. Any parent who thinks he/she (or both) can do a better job than the school system exhibits a high degree of ignorence and arrogance--a deadly combination.

    The people I know who home-school their children have a warped sense of values, and simply want to transfer that to their poor kids.
