11 BLOCKED RESOLUTIONS

THE FOLLOWING 11 RESOLUTIONS WERE UNDEMOCRATICALLY BLOCKED BY THE BUNCOMBE
RESOLUTIONS COMMITTEE AND MUST THEREFORE BE INTRODUCED FROM THE FLOOR OF ALL DEMOCRATIC
DISTRICT CONVENTIONS. ANY RULES WHICH MAY RESTRICT RESOLUTIONS FROM THE FLOOR MUST THEREFORE
BE OPPOSED. (Please distribute to all district delegates.)

7. URGING A TEMPORARY MORATORiUM ON BIG BOX DEVELOPMENTS IN BUNCOMBE COUNTY
Be it therefore resolved: That this convention call on the Buncombe County Bord of Commissioners, the Asheville City Council, and all town councils in the County to draft and pass moratorium resolutions that suspend the issuing of permits for construction of "big box" stores.
Be it further resolved: That we call on our local governments to perform environmental and economic impact assessments so as to allow our county commuities to make an informed decision on the permitting of these developments.

8. URGING A FREEZE OF TRANSPORTATION OF HAZARDOUS NUCLEAR MATERIALS THROUGH WESTERN
NORTH CAROLINA
Be it therefore resolved: That the Democratic Party of North Carolina urge the Governor and Legislature of North Carolina, and North Carolina's Congressional delegation, to take immediate steps to freeze the transportation of nuclear materials through Western North Carolina at their present levels and to strive for their eventual elimination.

12. URGING NORTH CAROLINA 'S DEMO CRA TIC LEGISLATORS TO RESIST EFFORTS TO CHANGE OR TO
REPEAL NORTH CAROLINA'S CONFIDENCE IN ELECTIONS ACT (5B223)
Be it therefore resolved: That the N.C. Democratic Party send, a message to Governor Easley, asking that he not call the Legislature into special session to address provisions of SB 223; and,
Be it further resolved: That the N.C. Democratic Party urge all Democratic members of the N.C. Legislature to resist all pressure to call itself into special session where any issue on any individual member's mind may be addressed, not just a single issue, as is the case when the Governor convenes a special session.
Be it finally resolved: That the N.C. Democratic Party urge all Democratic members of the N.C. Legislature to oppose any effort to change any provisions of SB223, or to repeal SB223 during any called session of the Legislature in 2006,or in the regularly scheduled short session.

13. URGING SUPPORT FOR USE OF HAND COUNTED PAPER BALLOTS IN NORTH CAROLINA ELECTIONS
Be it therefore resolved: That the Democratic Party of Buncombe County, the 1 1th North Carolina Congressional District, and the State of North Carolina support the use of paper ballots in all elections; and,
Be it further resolved: That the counting be conducted by non-partisan officials open to scrutiny; and,
Be it further resolved: That there be a paper back-up in the transfer of vote totals at every level from every precinct; and,
Be it further resolved: That the North Carolina Democratic Party at all levels support a transition to the most accurate method, hand-counted paper ballots.

21. URGING EXPERIMENTAL CULTIVATION OF iNDUSTRIAL HEMP IN NORTH CAROLINA
Be it therefore resolved: That the United States Secretary of Agriculture, the Director of the Drug Enforcement Administration, and the Director of the Office of National Drug Control Policy be urged to revise the necessary regulations so as to permit the controlled, experimental cultivation of industrial hemp in North Carolina; and,
Be it further resolved: That North Carolina may become a member of the North American Industrial Hemp Council, Inc. (NAIHC).

26. URGING REFUTATION OF PREMISE OF CORPORATE PERSONHOOD
Be it therefore resolved: That the Democratic Party and its candidates refute the basic premise of 'corporate personhood', deny that corporate entities are entitled to the same Constitutional rights as human persons and citizens, and work to dismantle the edifice of laws built on this premise, with the goal of restoring government of the people, by the people, and for the people.

27. IN OPPOSITION TO THE INCREASING POWER OF WEALTH IN THIS COUNTRY
Be it therefore resolved: That the Democratic Party at all levels begin to emphasize and communicate that there is a serious threat to the very essence of the American society and the democratic process.

32. URGING REFORMS TO PART D OF THE FEDERAL MEDICARE PROGRAM
Be it therefore resolved: That the Medicare Prescription Drug Improvement and
Modernization Act of 2003 be amended to allow the Social Security
Administration to have open bidding annually on all drugs to create a
uniform drug cost list that will be available to all Medicare Part D
recipients nationwide; OR,
Be it therefore resolved: That the Medicare Prescription Improvement and
Modernization Act of 2003 be repealed.

(In a telephone conversation with the Scribe, the Precinct Chair stated that at its meeting the precinct passed two resolutions with contradictory conclusions about the Medicare, Part D plan. The Precinct Chair recommended offering both resolutions for the consideration of the delegates to the 2006 Buncombe County Democratic Convention.)]

36. URGING REPEAL OF "SINGLE FAMILY" ZONING THROUGHOUT THE WORLD
Be it therefore resolved: That every level of government everywhere should immediately repeal and abolish all single family zoning and deed restrictions.

43. URGING IMMEDIATE WITHDRAWAL OF US TROOPS FROM IRAQ
Be it therefore resolved: That the U.S. military presence in Iraq end immediately and unconditionally.

44. URGING FREEDOM FROM GOVERNMENT INVOLVEMENT IN CHOICE OF MARRIAGE PARTNER
Be it therefore resolved: That marriage must be freely chosen and freely agreed to.
Be it further resolved: That Government must never dictate who can marry whom.
