A Note of Thanks

To Congresswoman Lois Capps, the original sponsor of HR 4903, the National Nurse Act of 2006; the 42 House Congressional House members representing 19 states who co-sponsored the bill; the national, state, and local organizations who endorsed HR 4903; the graduate and undergraduate nursing students who chose this as their project for policy and leadership classes; the journals, newspapers and newsletters who wrote about the National Nurse/Campaign; and last but not least, the thousands of supporters who sent in health tips, letters of support, and financial contributions, the National Nursing Network Organization extends our gratitude and appreciation. We look forward to continuing our efforts working side by side with you in 2007 to establish an Office of the National Nurse.

Encouraging Words From Congressman Barney Frank (MA):

“Congressman Frank states he is pleased to support H.R. 4903 and looks forward to supporting it in the 110th Congress.”

Think grassroots politics doesn't work?

Feedback from Supporters

The National Nurse Team receives daily emails from supporters and interested members of the public and would like to use this opportunity to share a few of these with you.

“Thank you for the opportunity to support such a courageous and much-needed public effort. Our nation has a venerated history of grassroots efforts affecting huge change in our country, so it's an honor to be a part of such an effort.”  (CA supporter)
“I have added your link to my front-page, http://www.socomds.com and contacted my US Representative.” (CT supporter)
“I think we should try to get ANA on board with the National Nurse concept. Maybe we could start a letter wring campaign to ANA and show them that many nurses are pro National Nurse. We also need to point out that this is not an effort to diminish the importance of ANA. We need unity.... so having ANA and the state organizations as well as the specialty nursing organizations on board will give us the voice that we need.” (FL supporter)

“The Office of the National Nurse is a positive way to elevate the profile of the nursing profession. I believe that this is a way to bring attention to nursing, to instill pride and to recruit new nurses. Most of all it is a way to work towards better health for the citizens of this country by utilizing nurses more effectively.” (NJ supporter)

For those of you with us during Howard Dean's Presidential campaign, you will remember Teri as signing all her posts as "Your Aspiring National Nurse".

Even though Teri does not want the job herself and has stated it would need to be someone with more specific qualifications, she would make a great addition to the team.

<> It is her vision, hard work, and faith that led her to lobby for the bill and create this push toward an improvement in our health care system.

Personally, I think the biggest benefit will be the focus on nursing and hopefully encourage more people to go into the professional as we are experiencing alarming shortages.

Thank you Teri Mills and all who have supported and worked toward advancing the Office of the National Nurse.

Will the Office of the National Nurse be supervising a single-payer health care program?

To what extent will the federal government be involved in setting standards of care?

Monica, very good questions. Maybe Teri will come on and blog about it.

At first I was not sure if I supported it because I hate any added bureaucracy, but they have addressed many of my concerns and with the shortage of teachers, I think it would be valuable.

<> I am going to talk to Richard Carmona about it after the new year.

Monica,

One can only hope for universal health care in some fashion.

The idea of having the Office of the National Nurse is to deliver the message of prevention to all Americans.  We are looking at the most practical and cost effective means to do this so there is not duplication of service and another layer of bureaucracy.

Stay tuned to the campaign by submitting your email at www.nationalnurse.org

We'll invite some experts and some people with personal experience.   And then we'll invite the presidential candidates.  LOL

Phil, I second that, and repeat it here for non-night owls:

all of a day
sidewalk cracks and tree limbs
the sky beams
where to begin
a soft lovely voice
requires attention
there's kindness
to spread
no one's exempt
not today
the hand of a small child
someone in pain
the eyes are the give away
look inside
chance for a moment
where's the loss
your hand is plain

Hi all, just getting ready to head back to the house and drop off Mz Little before going to a friends for a shower and dinner.

Phil, Mz Little is just that, little.  we read that banty's are only rated down to 40 degrees, but she can stand warmer temps than her larger sisters.  So we do like to take extra care with her.  I don't mind carrying her around in my jacket anyway.  fun with her head sticking out.  Funny, she was in my jacket this morning with her little head sticking out.  Burt was waiting for us in the car, I walked out the door and locked it.  When I got into the car, Burt was laughing because, while she had her head stuck out of my jacket when I walked out the door, when she hit that cold air, her head disappeared real quick.  Burt said it just snapped back inside the jacket.

Keep your fingers crossed that we have power by tomorrow.

Prolly won't be back on line till I'm back here, at work, tomorrow.

Sheesh, what a way to spend the weekend.

Actually, I do want to have a conversation with folks.  But some people here are so immature that they have to go ad hominum and do the personal attack thing.

I think the National Nurse idea is bad, regardless of how much hard work has been put into it.  Should I pretend I like it in deference to the amount of effort it involves?

No...bad ideas are bad ideas and should be labled as such.

Something we should continue to be aware of:

Hamdan's petition dismissed - MCA not a suspension clause violation, says Judge Robertson

* Hamdan v. Rumsfeld (D.D.C.) (Hat tip – Scott Sullivan)

Judge Robertson has granted the government’s motion to dismiss Salim Hamdan’s habeas petition, citing the MCA.  This is the first opinion construing the MCA, though the D.C. Circuit ought to be chiming in shortly in connection with Boumediene/Al Odah.  A link to the opinion, and a very brief outline of the rationale, follow below:

1. Did Congress make sufficiently clear its intention to limit habeas jurisdiction?  Yes.

2. Does the MCA’s jurisdiction-stripping provision apply to pending petitions?  Yes.

3. Would the MCA satisfy the Suspension Clause, if it is deemed to suspend habeas?

No, because the predicate conditions are not met, and because Congress did not assert that they were in any event.

4. Is Hamdan within the scope of the Writ protected by the Suspension Clause?

No.  At common law, non-resident enemy aliens in time of war lacked habeas rights.  Involuntary detention at GTMO has not given Hamdan sufficient ties to U.S. to change his status in that respect; Eisentrager thus controls.  Judge Robertson cites Curtiss-Wright and Verdugo-Urquidez in support.  Notably, he rejects the argument that Rasul implies that U.S. control over GTMO is sufficient to render it saliently different than, say, Mexico, for purposes of the scope of Constitutional, as opposed to statutory, protections (though in n.21 he says that he does mean to opine on the availability of other constitutional rights).

Bottom line: “I find only that the Suspension Clause does not guarantee the right to petition for habeas corpus to non-resident enemy aliens captured and detained outside the United States.”

5. Can the court still consider Hamdan’s other arguments challenging the constitutionality of the MCA?  No.

Result: case dismissed for want of subject-matter jurisdiction.  The opinion is posted here.

--Bobby Chesney

Have a good evening, all.

Just a drop in.  HMOs spend 30 percent of their budgets on paperwork, much of that denying claims.  We figured that our medical insurance cost about $15,000.00 a year for two of us.  I went to the doctor once this year for a mammogram and a cholesteral test.  My husband didn't go at all.

When we retired, Kaiser charged us $50.00 a month apiece, plus the supplement our retirement association paid.  Lo and behold, each year it went up to at one point for the same coverage with a different company $475 a month a piece plus the supplement.  It didn't matter the company: Kaiser, Mutual of Omaha, Cigna, Rocky Mountain Health Plan, they all went up every year, and Rocky Mountain Health Plan wasn't going to pay for the tests.  I had to write to the  Colorado Insurance Commission ( thank you government bureaucracy for looking out for citizens), and they did because of my complaint to the commission.

Now tell me that this is reasonable.  How on earth would a family of four, for instance, be able to afford health insurance.  With catastrophic health issues, where one shot or treatment might cost $10,000, what is one to do?

Furthermore, I counted that since I was in my 20s, physicians have recommended (a couple insisted) on birth control pills, hormone replacement therapy, osteoporosis prevention drugs, and statins.  The pharmaceutical companies give the physicians free pills; the advertisements are ubiquitous, and unless we do some research, know our own bodies pretty well, or have the good fortune to have an early adverse reaction, we find ourselves taking medication that we may or may not need, but certainly will have side effects.

Finally, the paperwork is different for every company, provider and place, and it's a nightmare problem.  Maybe it's time that medicine become nonprofit, government regulated, with commissions that oversee it.

My hope is that we do have a national nurse, that we have oversight, efficiency, affordability, ethics, and the information available so the we can make our own decisions.

Here, here...an aye vote from me.

My wife is a nurse and there should be some oversight on the working side of the nursing profession as well. She works in a nursing home, just loves the old people, but has to do aide work on top of her nursing work as the facility is understaffed all the time. We're working our nurses to death since there's a shortage of them and companies (in all fields) are cutting corners with the workers. I noticed the owner of the nursing home still takes her beach front trips, enjoys her in ground pool, built a big stable for her riding horses, had a nice farm pond dug but couldn't afford holiday bonuses, a holiday party for employees and canceled the holiday dinner for resident's family members.

One thing that might be well utilized for the National Nurse might be shared videos for public access stations promoting wellness, health info, policies/coverage, etc. I know many of the retirees watch the public access channel in our area faithfully and health issues are very important to most of them.

Hi Reed,

My sister's a nurse, also two cousins.  When hospitals are for profit only, nurses have more patients, work nonstop.  My sister says it's a mess.  Mistakes are made because they are understaffed.

When profit is the botoom line, it's the only consideration, and we all pay for it.

Reed, you should add your comment directly to the National Nurse blog. They gather the comments and opinions.

Pat, I really like what you said. I don't know that this office will have anything to do with policy in that regard, I think it is a bigger issue that needs to be addressed in Congress with stopping the big guys from ripping us off and all the insurance fraud...committed by insurance companies themselves. This has been going on at least since the 80s and is getting worse each year because they are getting away with it.

And pay for...do we ever!

I also think there's quite of bit of "stuff" that is swept under the carpet. Whenever the state is stopping by to do their check, the place is fully staffed and then some. After they leave, it's back to under staffed. I see it here so it's probably happening elsewhere.

Ignoring trolls is the one thing that really gets under their skins.
