Herr succeeded in business, education, and government, using her ability to bring people together to solve problems, managing the people who run the telephone central offices, paving the way to bring women into phone company management in the 70s, getting New Yorkers and New Englanders to agree on policies and practices, and getting developers and preservationists in Lancaster County to see the need for a rural growth strategy.

In her work with Bell Telephone Laboratories, AT&T, New York Telephone, and NYNEX, she learned to manage marketing, operations, finance, corporate planning, and publications. She spent 1974-75 in the White House Office of Management and Budget as a Presidential Interexchange Executive.

Later, Herr would own and operate a small farm in Lancaster County, restoring her 1800s home. Equally comfortable in the city or on the farm, she next proved herself in higher education back home at Elizabethtown College, where she taught marketing, served as the college’s Director of Marketing and Public Affairs and was a Scholar-in-Residence. Herr has authored three books: Women, Power, and AT&T: Winning Rights in the Workplace, Dear Coach: Letters Home from World War II, and Dear Woman of My Dreams.
