If you intend to vote ‘absentee’ consider his points applied (generally) …
It might help to do some specific checking with your own local Board of Election as regards to procedure and track record..…~~~~~~~
According to Hamilton County Board of Elections Deputy Director John Williams,
We're going to send an absentee ballot application to every voter in Hamilton County 60 days prior to the election. That idea is to try to relieve problems on Election Day. http://snipurl.com/3hu59
Certainly, absentee voting may help alleviate lines at polling places and assist the BOE in doing their job, especially with the implementation of Secretary of State Directive 2008-67 (August 15, 2008). Available: http://snipurl.com/3hufj The Directive permits BOEs to begin “processing” absentee ballots ten days before the election. Processing means the BOE can check for the validity of the ballot and even scan ballots (so long as the particular county’s equipment can scan without tabulating).
That all looks good on paper and—call me a pollyanna—I believe BOE principals and staff will do their best job of getting it right. As a serious researcher I have to note, at the same time, that 12% of the absentee ballots cast in Hamilton County did NOT count in 2006 (compared to 3% “residuals” at the polls). Now an 88% performance level (100% - 12% = 88%) may get you a “B” in school, but I want my vote and your vote to get “A+” treatment this and every election. Keep in mind, too, that while the BOE may get a grade of “B” our absentee ballots are graded only pass–fail. Twelve percent of the ballots failed.

Most of its people were Russian citizens who wanted union with Russian North Ossetia.
If not directly behind Georgia’s invasion of South Ossetia, Washington had to have been at least fully aware of Saakashvili’s plans.
